Jamaica’s government plans to expand the capacity of the 36,000 barrel a day (b/d) capacity Petrojam oil refinery to 50,000b/d in a USD 160 million upgrade. Petrojam’s Kingston refinery was built in 1963 by Esso, and present production is 47% heavy fuel oil, 22% auto diesel, 15% gasoline, 8.5% turbo fuel, 2% liquefied petroleum gas and 2% asphalt. In its present state, the refinery will not be able meet global product specifications such as the production of low sulphur gasoline. The upgrade would likely follow a build, own and operate scheme, according to government information. Although the mechanism has not been defined yet, the source added that the government could offer an engineering procurement and construction (EPC) contract.
